With the arrival of July 1, we see stage 3 of the Maine reopening plan implemented. This means that we will start seeing our friends from out of state arriving in Maine, it also marks the first day of the Maine Lodging establishments are required to collect Certificates of Compliance forms. To help clarify and manage this process here at Meadowbrook please see below.
What is a Certificate of Compliance?
A Certificate of Compliance is a document being required by the governor’s office that says you will do or have done one of the following 3 things:
- Have already quarantined in the state for 14 days OR
- Will quarantine in the state for 14 days or the duration of your stay, whichever is shorter OR
- Have a negative test result for Covid-19 from a specimen taken less then 72 hours prior to your arrival in the state of Maine
Who does this apply to?
All adults: from all states except for:
- Maine, New Hampshire, Vermont, New York, New Jersey or Connecticut
- Essential employee
- Those that spent last night in Maine
- The form would have been provided to the establishment you stayed with last night
Where do I get this Certificate of Compliance form?
- All Maine Lodging businesses will have blank forms for you to fill out onsite
- All Meadowbrook customers will have a pre-arrival email sent to them 1 week prior to check in with link to the form.
- Maine.gov has blank forms for download
What is done with these forms?
- The forms will stay onsite at the Maine lodging facility for a minimum of 30 days
- Meadowbrook Customers, Management will be shredding these documents every day once the 30-day retention requirement has been met.
- Meadowbrook Customers, the documents will be kept in a lockbox with limited access to protect your privacy
What validation documentation should I have when I come to Meadowbrook that I have done one of the three things on this form?
- Meadowbrook will not need any associated documentation, only the filled-out Certificate of Conformance is needed.
- Please do NOT provide any test results or medical records to any Meadowbrook staff.
What does quarantine at Meadowbrook look like?
- Meadowbrook has made all our services available remotely and can be accessed by calling the office at 207.443.4967
- Neither Meadowbrook staff nor local authorities are actively regulating or limiting any activity

Under the governors Keep Maine Healthy initiative, starting on July 1st, 2020 a Certificate of Compliance will be required to be presented upon checking in to any Maine Lodging facility or campgrounds for adults from all states except Maine, New Hampshire and Vermont. Forms are available by clicking the link in this email message or a blank form can be provided to you at any Maine lodging office or campground. This is an honor-based form that certifies one of the following:
*You have received a negative test result for COVID-19 on a specimen taken no later than 72 hours prior to your arrival, consistent with Maine CDC guidance.;
*OR You will quarantine for 14 days upon arrival in Maine or for the duration of the stay (whichever is shorter);
*OR You have completed a 14-day quarantine in Maine prior to your stay.
Please do not present test results, medical records or other personal documents to the Meadowbrook staff upon your arrival, only the Certificate of Compliance is needed.

What are Maine’s policies for visitors traveling from out-of-state?
Visitors from New Hampshire and Vermont are exempt from these requirements effective immediately for travel. They may, starting June 12, stay in lodging establishments in all Maine counties.
Effective July 1, people who are not Maine, New Hampshire or Vermont residents and are visiting Maine lodging will be asked to sign a Certificate of Compliance indicating either that they have received a negative COVID-19 test result, that they will quarantine in Maine for 14 days, or that they have already completed their quarantine in Maine. This compliance form must be provided to check-in at all Maine lodging, campgrounds, seasonal rentals, overnight camps, and other commercial lodging, such as Airbnb. Visitors may be asked to furnish proof of the negative test result upon request.
Essential workers continue to be exempt from testing and quarantine requirements if they are traveling to Maine to perform essential work, or are from Maine and are traveling out-of-state for work and returning home.
- Why is Maine exempting residents from New Hampshire and Vermont?
Maine is exempting residents of New Hampshire and Vermont from the testing and 14-day quarantine requirements because when adjusted for population, the prevalence of active cases of COVID-19 in these states is similar to Maine’s, as compared to other states in the northeast. - Does every member of my household need to be tested before coming to Maine?
To meet Maine’s testing requirements, adults must receive a recent, within 72 hours prior to arrival, negative COVID-19 test, compliant with Maine’s CDC guidelines. Testing for children,18 years and younger, who are travelling with adults is not required. - What types of COVID-19 tests may work?
Please consult Maine CDC’s guide on interpreting test results, which are available on its website (PDF). - How many days prior to my visit to Maine should I get a COVID-19 test?
Visitors should have a sample taken for a COVID-19 “PCR” test no later than 72 hours prior to arrival in Maine. The result must indicate the visitor is COVID-19 negative. Alternatively, the visitor may commit to quarantining upon arrival in Maine for 14 days. - Will Maine accept an “antibody” test as a COVID compliant test?
Maine only accepts PCR-based tests to qualify as an exception to the 14-day quarantine rule, and does not accept antibody testing for this purpose at this time. A rapid ID NOW test may be used for the purpose of an alternative to quarantine. - Can I quarantine at my hotel, campground, or at my rental during my visit to Maine instead of getting a test?
Yes. You may choose to quarantine at your rental or place of lodging if you follow Maine’s CDC guidelines for quarantine. For rural camps and remote rental locations with private kitchen and bathroom facilities, quarantine may be possible for the duration of a visit to Maine. Visitors who are quarantining during their stay in Maine must comply with Maine’s quarantine requirements and they may not visit Maine restaurants, businesses, and crowded public spaces and they may not use shared facilities and dining rooms. - If I can’t schedule a COVID-19 test prior to my travel to Maine, can I get tested in Maine?
Maine strongly urges testing before you leave home or enter Maine so that you “know before you go.” Capacity is available and expanding and reservations can be made before arrival. COVID-19 tests are available in Maine without referral from a medical professional under a standing order issued by the Maine Department of Health and Human Services. Websites like Get Tested COVID-19 show local testing options nationwide. But visitors are strongly urged to get tested before they travel. - What if I am awaiting test results after arriving in Maine?
If you were tested for COVID-19 upon your arrival in Maine and do not yet have test results, you must quarantine in your room or rental until you receive a negative test result, but you must arrange for meals to be delivered to your room and you must avoid contact with staff and guests after check-out until your negative test result is received. Use of shared public spaces, dining spaces, gyms and pools is prohibited during quarantine. - How will I show evidence of a negative test or quarantine prior to my arrival at a lodging establishment or rental?
Effective July 1, Maine is utilizing a “Certificate of Compliance” and requiring all adult visitors submit the certificate prior to, or upon arrival, at their lodging establishment or rental.
The certificate requires each visiting adult to complete and sign an attestation that he or she either has had a negative test for COVID-19 consistent with CDC guidance or agrees to comply with Maine’s quarantine. The visitor will also submit they are not currently experiencing symptoms of COVID-19.
The lodging establishment will retain a copy of the visitors “Certificate of Compliance.” They can also document the date of the guest’s first night of entry in Maine via a receipt, and any other guests in the party, in case they are traveling elsewhere and need to show verification of the first night of state in Maine. Visitors may be asked to furnish proof of the negative test result. - Should seasonal Maine residents, workers, or other visitors get a COVID-19 test prior to arrival?
The State encourages those individuals to “know before you go”, which means to receive a test result before traveling to Maine. If they are tested before they travel, they should stay at home between the time of their test and their arrival in Maine and, if tested upon arrival in Maine, they should quarantine until a negative result is received. - Will I have my symptoms checked daily in Maine?
Through Maine’s public health system, or through visits to Maine sites, businesses and establishments, you may be asked about whether you have any COVID-like systems. - What if I travel to multiple locations and lodging establishments during my visit to Maine?
Once a person is in Maine and has either quarantined for 14 days or received a negative test result, the person does not need to repeat the test when, for example, checking into a second or third Maine lodging establishment. The visitor may show documentation from their earlier stay. - Can I quarantine for a shorter period of time if my stay is shorter than 14 days?
Yes, you can come to Maine and quarantine for the length of your stay if it is less than 14 days.

Hello again,
Although there are still a lot of questions after yesterday’s announcement by Governor Mill, we felt another update was in order.
Yesterday the governor announced her “Keep Maine Healthy” initiative which offers an alternative to the 14-day quarantine requirement starting on July 1st for out of state visitors to Maine lodging facilities. Under this program, the first takeaway I would like to relay is that travelers from both New Hampshire and Vermont have been exempted from the quarantine and testing requirements starting on June 12th. This is great news for folks from those states and we urge you to make your Maine vacation plans for the summer today!
For those from other states, it is not quite so cut and dry as you can see below. This language is taken directly out of the Governor’s Proposal.
Testing as an Alternative to Quarantine
Visitors travel to Maine to enjoy our scenery, our outdoors, our restaurants, and our stores. They neither want to quarantine upon arrival nor want to risk their own health when venturing out in places with visitors from across the nation. The same holds true for people with second homes in Maine or Mainers whose work takes them out of state for periods of time.
Under Keep Maine Healthy,
- The State will allow adults who obtain and receive a negative COVID-19 test no later than 72 hours prior to arrival to forgo the 14-day quarantine upon arrival in Maine. This test indicates that, even when coming from areas with a higher prevalence of the disease than Maine’s, such visitors are unlikely to have COVID-19 and to spread it to Maine residents and other visitors. Individuals may be tested in Maine, but they must quarantine while awaiting the results.
- Maine is strongly urging visitors to “Know Before You Go,” and be tested and receive results in their home state before traveling to Maine, which will allow them to take appropriate action depending on the result. Websites like Get Tested COVID-19 show local testing options nationwide.
- The State will exempt residents of New Hampshire and Vermont from the testing and 14-day quarantine requirement altogether, effective immediately for travel and effective June 12 for stays in lodging establishments. When adjusted for population, the prevalence of active cases of COVID-19 in these states is similar to that in Maine. There is no other state with as low a prevalence of COVID-19 within a 12-hour drive. The State will continue to evaluate possible additional exemptions based on trends in other states.
- People who are not Maine, New Hampshire or Vermont residents must complete a Certificate of Compliance form indicating they have received a negative COVID-19 test result, that they will quarantine in Maine for 14 days, or that they have already completed their quarantine in Maine.
- This Certificate of Compliance must be provided to check-in at all Maine lodging, campgrounds, seasonal rentals, overnight camps, and other commercial lodging, such as Airbnb. Visitors may be asked to furnish proof of the negative test result upon request.
- This will become effective July 1 (Stage 3) when lodging establishments may begin serving residents outside of Maine, New Hampshire, and Vermont. The Department of Economic and Community Development, in conjunction with the Department of Health and Human Services, has prepared a draft form for public feedback and will finalize in the coming week. Signing a compliance form in order to stay in lodging establishments is also a policy employed by both the States of New Hampshire and Vermont.
- The Department of Economic and Community Development will work closely with lodging establishments to communicate the State’s new alternative to quarantine through reservations, which must be taken this summer, and work to advance the message of “Know Before You Go” urging people to be tested at their point of origin through reminders to guests.
- The State’s newly-announced standing order –which allows for most individuals in Maine with elevated risk of exposure to get tested without an order from their own primary care provider – coupled with enhanced testing capacity in July resulting from an agreement with IDEXX, will support testing of tourism workers in Maine and serve as a back-up option for tourists who cannot be tested at home and commit to quarantining in Maine while awaiting results.
Again, we recognize that this new information lacks many details, but I remain hopeful that to be forthcoming. We ask that everyone travelling to Meadowbrook from outside the area to do so safely and if there is anything we can do to help facilitate that effort please do not hesitate to ask.
